Rules and Regulations

01. League Rules:
A. All players must be NHPA Sanctioned.
B. The league is comprised of teams of two players.
C. The teams will play against each other in what is known as
Walking Doubles, with alternate pitch.
D. Each player will pitch 30 Horseshoes per-game. With 3-games being
pitched each League Play.
E. The format is Count-All, with 100% Handicap.
F. The League is be divided into two Divisions: "A" & "B"
G1. Double-Ringer League;
.The scheduled starting time for League Play will be Tuesday at
5:30pm. However, due to the work schedule of some players and/or
the distance they may have to travel, play for the players’ team
and, their opponents, may be delayed until 6:00pm.
G2. Moose Lodge Doubles League;
.The scheduled starting time for Division “A” League Play on
Wednesday will be 5:30pm. However, due to the work schedule of
some players and/or the distance they may have to travel, play
for the players’ team and, their opponents, may be delayed until
6:00pm.
.The scheduled starting time for Division “B” League Play on
Thursday will be 5:30pm. However, due to the work schedule of
some players and/or the distance they may have to travel, play
for the players’ team and, their opponents, may be delayed until
6:00pm.
H. Any player not present at the delayed starting time will be
considered “Absent”.
I. If a Sub is available, they may replace the absent player.

J. If a Sub is not available, a “Blind” Score will be used.
K. If the Regular Player shows up during a game, he/she may pitch
the remaining game(s).
L. Moose Lodge Doubles League;
.A player may pitch on both Wednesday and Thursday if a vacancy
is available at the start of League Play or if a vacancy occurs
during league play.
1. They must pay the established League Fees in each Division.
2. A separate Handicap will be established for each Division.
3. In the event a player is on the winning team in each Division
their score during each Championship Playoff Game will be used
for both teams.
M. If, as a regular player, you know in advance you will be absent on
a specific date, make arrangements with one of our Subs.
N. For the benefit of the Players, the following two (2) reports will
be printed each week and displayed on the Bulletin Board in the
Foyer 2/3 days following the event;
1. The “HsP: Team Standing and Statistics” Report.
a. This report will show the teams in each Division in the
position in which they stand based on their winning
percentage. In the event two (2) teams have the same winning
percentage, the team with the lowest Team Number will be shown
first for that position.
b. The report will show the Top 3 Positions for Teams/Players
in the following categories;

c. The report will show the Schedule of teams who are playing
each other next and on what court they are playing.

"Hsp: Individual Statistics” Report.
a. This report will show the following information for each
Player who is assigned to a team;

.Total Horseshoes Pitched
.Ringer Percentage
.Total Games Played
.Total Points Scored
.Average Points Per Game
.Handicap to be used Per-Game
02. Scoring Rules:
A. Each player's Average/Handicap will be re-calculated following
each week of League Play.
B. At the beginning of a new league season, each players Average/
Handicap will be their ending Average/Handicap from the most
previous league in which they pitched Horseshoes. This Average/
Handicap will be used for their first two weeks of League Play.
C. A new League Member or a new Sub or a Player/Sub returning after 2
years absence will have their Average/Handicap calculated following
the end of the first time they pitch. This Average/Handicap will
be used the first time they pitch and the next time they pitch in
League Play.

D. If one Team member is absent, a BLIND score equal to the absent
player's "Point" average minus five (5) points is used.
E. If both opposing Team members are absent, and prior arrangements
have been made, the Team present must pitch. If the opposing team
does not pitch, a “Blind” score equal to each absent player’s
Handicap, plus, their League Point Average, minus 5-Points, will be
used. However, if both teams want to pitch, arrangements can be
made, in advance, for the 2-Teams to pitch at a different date and
time.
F. If both opposing Team members are absent, and no prior arrangements
have been made, the Team present must pitch. If the opposing team
does not pitch, a “Blind” score equal to each absent player’s
Handicap, plus, their League Point Average, minus 5-Points, will be
used.
G. If a team has been scheduled to pitch against a “Ghost” team, they
still must pitch. The total score for the “Ghost” team will be 170
Points per-game. To receive credit for a win the team scheduled
will have to better that score. It is recommended that the 2 team
members pitch all 4 shoes, then walk to the other pit and pitch
back, alternating who pitches first.
03. League Play:
A. Double-Ringer League;
.The League will begin play on the last Tuesday in March and the
last Tuesday in August and will continue on Tuesday for twelve
(12) weeks, with the last week being a Position Round. (This is
adjustable according to the weather)
A. Moose Lodge Doubles League;
.The Spring League will begin play on the first Wednesday/Thursday
in April and, the Fall League will begin on the last Wednesday
in August, followed by the next Thursday and will continue on
Wednesday/Thursday for ten (10) weeks, with the last week being a
Position Round. (This is adjustable according to the weather)

B. We will try never to cancel play due to rain, but if it does rain
extremely hard (causing the Court area to flood) and we are forced
to cancel, then the League will pitch the same Schedule the
following scheduled date(s).
C. If, during the time of any league competition, two teams playing
each other decide they not want to continue play due to inclement
weather (rain, snow, sleet, cold, etc.), the following rules will
apply;
The winner of game(s) played will receive credit for game(s)
won and the loser will receive credit for game(s) lost.
Each team will receive credit for ˝ game won and ˝ game lost for
each game not played.
The team with the most points scored for the game(s) played will receive credit for total points won, the team with the lesser points scored will receive credit for total points lost.
In the event no games are played, each team will receive ˝ point won for each game and totals and ˝ point lost for each game and totals.
Note: The above must have the approval of the League Director,
if the League Director is not in agreement and play stops
anyway, all games not played and totals will not be used in
determining wins and losses.
If the two teams are not in agreement and the one (1) team opts
not the play any more games, they will forfeit (lose) all
remaining games and totals.
04. Completion Of League Play:
A. During the final Position Round, Sub Scores will not be used for
Teams in contention for 1st, 2nd or 3rd place. The Handicap and
Average (minus 5-points) of the absent player will be used as a
Blind score.

B. If, at the end of the Position Round, there is a tie which affects
Positions 1, 2 or 3, a one (1) Game Playoff will be played.
C. The winners of each Division will compete at a specified time to
determine the League Champions.
D. During the play-off for the League Championship between the winners
of the 2 Division, every effort will be made to get the four (4)
players together at the same time for the play-off.
E. In the event all four players cannot agree on a specific date and
time, the League Director will establish the date and time for the
play-off.
F. Sub scores will not be used for the absent players during the League
Championship Play-Off, however, a pacer may be used. The Handicap
and Average (minus 5-points) of the absent player(s) will be used as
a Blind score.
05. League Playoff Rules:
These rules should be made available and read prior to the start
start of playoff competition;
A. The first team to win 2 games will be declared the winner.
B. Each player will pitch 30 Horseshoes per-game.
C. A tie game is acceptable, this will require an additional game
to be played.
D. A Scorekeeper will be provided and a Scoreboard will be used.
E. The Scoreboard will show the score at the end of each inning.
F. The Handicap will be added in at the beginning of each game.
G. A player will not leave the Courts during the middle of a game
without the agreement of all players.

H. The horseshoes will not be picked up until the players on that
court have agreed to the score and it has been called to the
scorekeeper.
I. A Judge will be assigned and made known before competition
starts to settle all disputes.
06. Court Maintenance:
A. At the beginning of League play, each team should share in the job
of uncovering the pits, adding sand/water as needed, and turning
the sand around the Peg.
B. During league play every effort should be made to keep the sand in
the pit level with the platform.
C. At the end of play, the platforms should be swept and the sand
formed in
the shape of a pyramid around the peg, and covered.
D. Pick up the Measuring Tools and hang them on the hooks in the back
of the Backboard.
E. Everyone should clean the area around the pits they pitched on and
dispose of any trash or cans.
F. Cans are available at each Pit, so please use them to dispose
of Cigarette Butts, Cigar Butts, Bottle Caps and miscellaneous
trash.
G. Alcohol consumption is permitted during competition, however, at
the Moose Lodge League, it is requested that all soft-drinks and
alcoholic beverages be purchased from the Moose Lodge when the
Lounge is open for business.
H. The Loyal Order Of Moose, Lodge #2239 and UAW Local #2166, both
permit us to use their facilities, so please be respectful of their
property both on the Courts and especially, inside the Building.

07. NHPA Sanction Fees:
A. All players in the League (Regular and Subs) must be Sanctioned
by the National Horseshoe Pitchers Association (NHPA). The Sanction
Fee for Louisiana is $22.00 for each calendar year. The League
Secretary has the necessary form which must be prepared and sent to
the Secretary of the Louisiana Horseshoe Pitchers Association
(LSHPA).
B. Player’s whose residence is in another State may play in the League.
However, they must be Sanctioned in that State. If they are not
Sanctioned, the secretary will make available the NHPA Enrollment
Form required by that State. The Secretary will collect the
necessary Fees and forward the Fees and completed Form to that
State’s Secretary.
C. In the event a 1st time player becomes Sanctioned after the 1st of
August and plays in the Fall League, they must pay the full
NHPA Sanction Fee for that year. Then, if the player becomes
Sanctioned the following year and plays in the Spring League, the
player will pay one-half of the Louisiana Sanction Fee ($11.00)
and the League will pay the other half. (This we need to start)
D. The Sanction Fee in Louisiana for all Juniors, boys and girls under
age 18, is $7.00 per calendar year and will be paid by the League.
08. League Fees:
A. Double-Ringer League;
.Fees for each adult player will be $36.00 (12 weeks X $3.00) to be
paid in-full by the fourth (4th) week of the League. If this is a
problem, other arrangements can be made.
.Married Couples playing in the League will pay only $54.00 for
both.

B. Moose Lodge Doubles League;
.Fees for each player will be $30.00 (10 weeks X $3.00) to be paid
in-full by the fourth (4th) week of the League. If this is a
problem, other arrangements can be made.
.Married Couples playing in the League will pay only $45.00 for
both.
B. Any player failing to pay their League Fees prior to the completion
of the League will forfeit any awards earned and will not be invited
to the Awards Banquet nor; will they be invited to join any
subsequent leagues.
C. The money generated from the League is used to purchase League
Trophies/Awards, and to purchase food and refreshments for the
Awards Banquet
D. All Juniors, boys and girls under age 18, will not have to pay
League Fees.
09. League Trophies/Awards:
The following Trophies/Awards will be presented at the Awards Ceremony
following the end of league play.

Note: The League Champions will be awarded a League Jacket, color of
their choice.
10. Miscellaneous:
A. Teams that do not field their Regular players cannot compete for
Team Awards.
B. If a player feels he/she cannot be present at least six (6) of the
ten/twelve weeks, then perhaps he/she might consider being a sub.
C. If you wish to pitch in Sanctioned Tournaments, including State
Championships, and feel you may find it difficult (time wise) to
pitch in the league, then be a Sanctioned substitute. This will
permit you to pitch when your schedule allows. Subs pay no League
Fees and receive no awards but are invited to the Awards Banquet.
Subs are nearly always needed.
D. Although we all want to do well and win, we must try to remember
that this is just a game; so relax and let's enjoy ourselves.

E. Two (2) weeks prior to the last week of League Play, league members
will vote for who they consider deserve the League's Sportsmanship
Award. Or, the League President and Secretary can make this
selection.
11. If any players bring small children, please keep a
watchful eye on
them.
It is requested that unattended
children not be permitted to
play in the Hall.
